New Billing Authorization Codes for
Home and Residential Health Care

Overview
The Office of Workers’ Compensation Programs, Division of Energy Employees Occupational Illness Compensation (DEEOIC), invites you to a webinar to learn about changes in billing codes for Home and Residential Health Care. These changes are covered in the recently released EEOICPA Bulletin No. 23-23.
Summary of changes that will be discussed:
- Effective date of change – December 17, 2022
- Discontinuance of Per-diem codes for in-home care.
- Hourly and 15-minute billing increments for medically necessary in-home care services.
- Monthly and daily reimbursement increments for authorized assisted living.
- No need to retroactively change any authorization granted prior to December 17, 2022, to accommodate the new HRHC coding.
- DEEOIC will continue to reimburse provider charges for medically necessary services that occurred prior to the effective date of the bulletin based on previously approved authorization coding.
- Consolidation of codes for Personal Care Attendants, Home Health Aides, and Certified Nurse Assistants – S9122 (per hour) or T1019 (per 15-minutes).

The Energy Employees Occupational Illness Compensation Program Act provides lump-sum compensation and medical benefits to current and former nuclear weapons workers whose illness is a result of working in the nuclear weapons industry. Survivors of qualified workers may also be entitled to benefits. Covered illnesses include radiation-induced cancer, chronic beryllium disease, beryllium sensitivity, chronic silicosis, or any illness due to exposure to toxic substances.
